Call for Pre-Qualification - CCTV & Solar Energy System Installation

PREAMBLE

The Africa Centre of Excellence for Neglected Tropical Diseases and Forensic Biotechnology (ACENTDFB) is one of the 17 World Bank supported projects for provision of skilled manpower for the diagnosis, management and prevention of neglected tropical diseases, provision of baseline data on the epidemiology status of a number of neglected tropical diseases prevalent in the study region, development and production of vaccines for prevention of neglected tropical diseases and establishment of facility and channel for the security agencies and the society in resolving security, legal, paternity and other related issues.


In line with the Public Procurement Act, 2007, the Centre wishes to advertise for the 2024 Pre-qualification exercise for the following:

ELIGIBILITY REQUIREMENT

** Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 1.1 OR CAC2 and CAC7 (Certified True Copy).

** Evidence of Company/Firm’s Tax Clearance Certificate (or personal income tax clearance certificate) for the last three (3) years: 2021, 2022, 2023, valid till 31st December, 2024, with an average turnover of ₦60 million for the years.

** Evidence of current Pension Compliance Certificate valid 31st December, 2024

** Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024.

** Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance valid till 31st December 2024

** Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid certificate issued by BPP.

** Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Africa Centre for Neglected Tropical Diseases and Forensic Biotechnology ACENTDFB or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

** Company’s Audited Accounts for the last three (3) years: 2021, 2022, 2023

** Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.

** Verifiable documentary evidence of at least two (2) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates Job Completion Certificate and Photographs of projects.

** For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)

** All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferable GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.


IMPORTANT INFORMATION

** Bids must be in English Language and signed by an official authorized by the bidder.

** Documents shall be verified and violators shall be referred to investigating authorities.

** Pre-qualification documents submitted after the deadline would be returned un-opened.

** The advertisement shall not be construed as a commitment on the part of ACENDFB to award contract to any contractor, nor shall it entitle any contractor, submitting documents to claim any indemnity from ACENDFB.

** Pre-qualification documents should contain a table of contents and properly paginated.

** Only pre-qualified bidders will be invited at a later date for collection of tender documents.

** Contractors who have worked for the CETRE and have history of poor performance, abandonment or prolonged contract execution/extension need not apply, as they will be disqualified.

** ACENDFB is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.

** All participating companies are advised to submit active e-mail account(s) and GSM Number(s) for communication purposes.

** Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.


METHOD OF SUBMISSION

Interested and competent firms are to submit two (2) bound copies of technical bid, separated by dividers. The documents should be submitted in a sealed envelope, clearly marked with the name of the project. Furthermore, the reverse of each sealed envelope should bear the name and address of bidder. The sealed envelope should be deposited in the tender box on or before 21st August, 2024 at 12.00 noon.

OPENING OF PREQUALIFICATION DOCUMENTS

The Pre-qualification document will be opened immediately after the deadline for submission at the Africa Centre of Excellence for Neglected Tropical Diseases and Forensic Biotechnology, Ahmadu Bello University, Zaria
